LJ mentioned something about that in a recent news release:

There's another reason you might not be receiving notifications from LJ. Due to the volume of mail that LiveJournal sends out, a few ISPs responded to our change of address by blacklisting our servers. We've been working with them to restore mail delivery for our users. Currently, the main problem still being reported is delivery to Hotmail/MSN addresses, and they have agreed to whitelist us in the next 24 hours or so. Other users might also be experiencing a delay due to our backlog in delivering to Hotmail, and that should also clear up in the next 24 to 48 hours.

Maybe you're caught up in that vortex?

I haven't been getting the email notifications for well over a week. They're just trickling through now, ones I should have had days ago. Seems to be running a little faster now but before even my own pages were taking forever to load.

It's really annoying too, because I'm in a LJ-based roleplay with about four characters who are actively tagging right now in six different entries, and I have to stay right on it to see when someone tags me back so I can reply, so I can't really even do anything else. And last week we had a HUGE multiperson battle going on, which is of course when LJ decided to start acting up for all ten or so of us that were in it. Not fun.
