I don't think he's 'too much of a guy to even go there', instead I think it's more of 'he's too much of a repressed individual to go there' :) We know he doesn't like to talk about feelings and such. But on that note, the ONLY person it seems he's ever really been able to be open with is Daniel, so that's why J/D makes sense to me as a viable pairing. He talked briefly about Sara to Daniel, we have his telling Daniel that Anise made a pass at him, and Abyss, his confession that Baal would break him next go 'round, to name but a few. I doubt Jack would have these types of conversation with anyone else besides Daniel. So there already is a closeness there, be it brothers, father/son or just plain slash.
Also, the military thing I think is just something that us folks who aren't in the military see as a wall stopping a gay relationship from happening. There *are* gay individuals who live a gay lifestyle outside of the military. Who come home to their gay lovers when they are on leave, and are just careful about who they associate with. So...not thinking the whole 'military thing' is an excuse, so to speak, for Jack to decide against a gay relationship with anyone.
However, the whole 'military thing' in regards to fraternization(sp?) might carry more weight, except that we do know he already fraternizes with his team (except Sam, it seems), so that arguement goes out the window. And we know that the team of season 9 fraternized with team nights and such.
Oh! Oh! Also, just as a total aside < eg>, the whole 'none of them have been portrayed as nothing but straight' - hee...seems to me that Jack could NOT have been a bigger queen in The Shroud if he'd tried. :)
